What does proof of human actually give us?
The ability to enforce one person and one account without collecting identity documents. Sybil resistance is the obvious use, since airdrops, quests, votes and rewards all degrade when a single actor can appear as thousands. It also matters increasingly for telling people apart from automated agents. What it does not give you is identity, credit history or eligibility. Verification proves uniqueness, not who someone is, and that limit is deliberate. Design your product around the property you actually get rather than the one you assumed.
